Chemung County Dairy Princess, Hailey Pipher was named the New York State Dairy Princess. Hailey, who has served as the Chemung County Dairy Princess, is the daughter of Tom and Faith Pipher who are dairy farmers in the Town of Elmira in the 15th legislative district. Hailey is a student at Cornell University studying agriculture.
