Chemung County Executive Chris Moss signed an executive order to create an independent audit committee.
According to Executive Moss, the 2018 Chemung County Financial Audit, which was completed by the EFPR Group LLP, recommended the creation of an independent audit committee for the county.
This committee would be responsible for a variety of tasks, including:
- Providing an independent review of the County government’s financial reporting processes, internal controls and independent auditors
- Provide a forum separate from management where auditors and other parties can “candidly discuss concerns”
- Ensure management properly develops and adheres to a “sound system of internal controls”, that procedures are in place to objectively assess management’s practices, and that the independent auditors, through their own review, objectively assess the County government’s financial reporting practices, and compliance with legal, regulatory and ethical requirements.
Moss says the audit committee will be composed of three Chemung County residents who will be appointed annually. Those appointees will be chosen by the County Treasurer, the Legislative Chairperson and the County Executive.
Additionally, Moss said a review of the overall 2018 audit “indicates that Chemung County is utilizing sound fiscal practices at this time”.
